Actually, except for an IQ component (70 or less, which is standard
for many learning disabilities), mental retardation is diagnosed in
terms of functional adaptability, not the measure or evaluation of any
mind processes. A sufferer has to display disfunctional skill
limitations in two or more areas: communication, self care, home
living, social interaction, community use, self direction, health &
safety, academics, leisure, work. Clinician needs only to observe the
subject's behavior.

Oh, limitations must also manifest before age 18 (to distinguish from
brain damage).
