This is due to the high availability of poorly written
software for the Microsoft OS..  By doing a clean
install every 6 mos, you get rid of all of the
outdated DLL's, Active X controls, and other crap that
finds its way on to your computer.  If the Mac was
more popular, I suspect they would suffer the same
problem.
