The flywheel off a 25 turbo should be good. in fact, I have a spare one....

Check the flywheel on the Citroen has a 60-3 tooth pattern. I don't know
what ECU will beon the Cit but would assume it _is_ the Renix one, which
uses the strange 60-3 pattern. If it is, then te 25 turbo flywheel has
the corrct trigger and the correct teeth for the DeLo starter

And to anwer your question: yes, you'll need to change the crank case
and sump over, plus the spacers on the oil pickup. You're also going to
run into problems of driving the AC compressor.
