You're probably right.

I can see why someone in a position of public trust would intentionally
ignore 'serious terrorist intel' so that thousands of people die so they
can send thousands of people thousands of miles around the globe to start
a fist fight.  

I bet he did it because it sounds like a good old global coon hunt!  yeee
haawww!  Better catch him, where's the dogs!

Next he's going to intentionally ignore growth hormones and stage a
chemical spill in a pumpkin patch so we can have an excuse to build a
1000-foot pumpkin pie 'fer dinner.  They'll never see it coming!
