The decision makers were all Bush people.

Private Smith would not have access to the
intelligence, and even if he did there is nothing he
could do about it.  A soldier follows orders.

Richard Clarke, who F9/11 hole-pokers seem to quote,
is evidence enough that Bush ignored the problem.
