This is just a thought -- years ago I had some clear plastic-y paint
that was supposed to be used to simulate stained glass on clear
glass or plastic.  Check a craft store for something similar.   Let me
know if it works - my tail lights are faded, too, but right now they're
the least of the car's problems.
