I have my panels off. The passenger side has a hole in the panel board (whatever the panel is made of) for a strap to attach to the panel but it was covered over. Other things in the car were recovered so it wouldnt surprise me if the hole was forgotten about. I'm just debating if my car should have pull straps attached to the panel or hung around the handle. My vin is a bit lower than when it was suppose to be attached to the panel itself but I have spots for the straps (and even have the holder on the driver side).
