Relay bypasses one of the ignition resistors. Don't think you'll get
full 12v to coil, but should be 10 plus.

Did you try running temporary full voltage wire from jump start post?
Won't hurt anything for a brief ("short"?!) time.

Here's something to check: DeLo *FRAME* grounded to battery, not
block. Is a jumper behind passenger rear wheel to ground the block.
Ensure good connection.
