Hi Mike.

Tighten till snug, as you say.  Resist the temptation to 
overtighten.  It would stress the fiberglass.

To do the ones in the rear, the rear fascia has to be off.  Then 
you'll see a four inch circular hole just big enough to get your hand 
and a wrench in.
