Hi Ken.

It's probably wiring.  If it were my car, I'd look in easy places for 
damaged wiring.  If I didn't find it right away, I'd ignore the 
problem, for fear that getting too invasive with the wiring might 
cause a bigger and better problem.  But it all depends on how much it 
bothers you that the guage doesn't work.  Personally, a missing 
voltmeter wouldn't bother me much.  A missing temperature guage or 
fuel guage probably would.
