You can ship 12oz cans by UPS Ground with no restrictions - just check Amazon's policy.

It's only hazardous because the government would love to sell you a license to use it - oops I mean tax you to use it.

Fun fact - cans of freeze spray for electronics or keyboard duster spray is nothing more than R134a which **WOW** you are venting right into the atmosphere!  And for some reason it's not an issue?

Would I spray it right into my eye?  No but I also wouldn't spray anything into my eye on purpose.  I wouldn't think twice about buying freon online.  If it's a good deal, get it.
