Acetone will do the job very nicely, I've used it a number of times to clean out gas tanks on cars that I purcahsed that had been sitting around for several years and had accumulated a good bit of tar. Try and get anything liquid out of the tank, then if there is a significant amount of tar in the tank I will dump about a half gallon of acetone in, and it will disovle the tar nicely -- just leave it sit in there for an hour or so. Then empty the acetone from the tank. Once that is done use a rag soaked with acetone to wipe out the inside of the tank to get it squeaky clean.

Just be sure to wear havey duty gloves, acetone is same stuff in nail polish remover, so it is tough on your skin. Also be sure to do it in a well ventilated area.
