I think it is a pressure problem. Your symptom description seems to 
confirm it.

Since the RPM relay sounds like it is working properly (you get the 
energizer action, etc.) then to me it is the rest pressure. I 
continue to focus on the prime suspect, the accumulator, "new" or 
not, and then possibly the check valve in the fuel pump.
