Well, since I just did this job, I could see that if the metal bars were just the right thickness, it may be possible.  I think the glue helps because not only does the bar 'force' the bumper straight, the glue keeps the bumper attached to the metal, so it doesn't bend 'around' the bar.  Not sure if that makes any sense, but I think it could be OK.
 
The bars I have, which were probably a little less than 1/8" thick, would have rattled loose if I didn't use glue.
