That is REALLY picky! I know that the washer is a requirement to pass
but I NEVER heard of anyone actually failing to pass because of it. In
fact I have never even seen an inspection facility actually try it!
New Jersey is very tough on inspections but even NJ doesn't always
even test the wipers! I just like everything to work on my cars so I
fixed mine. When I got my bottle out it was full of 20 years of
sludge. Once I washed it out with some hot water it worked fine! The
worst part of the whole job is those damm rivenuts! Bad enough to have
to go in there for the washer, sometimes you have to go in there
because the fuel pump doesn't always work and the connector plug is
corroded! Then you have no choice! Just figure on 2-3 of those screws
in the hardest spot to reach spinning the rivenuts and you will be
cutting the heads off. When putting the screws back use some
Never-Seize for the next guy (it might be you!)
