I had a similar situation.  It ended up being the Rod Assy, Throttle 
(102555, item 25), and Butterfly Assy,(102856, item 10).

Both items 25 & 10 were worn at the miniature ball joint, and wouldn't 
allow the butterfly valve to fully open, and also item 10 was worn at 
the rod seal to the housing allowing misalignment of the butterfly 
valves and air to enter.
