I think I may have this one fixed.  Unfortunately it wasn't one of those 
"smoking gun" solutions, but everything seems to be better.  What I found 
was the wire coming off of the ignition resistor was shorting out to ground. 
I'm not exactly sure how the engine was able to run fine in spite of this, 
but it did.  Since fixing this everything appears to be better, although 
something tells me I haven't seen the last of this problem.  Maybe the 
electrical short, which didn't blow any fuses, caused damage to the RPM 
relay, specifically the 555 timer chip.  Then again I think that would cause 
complete failure, not occasional failure like it was before.
