Johnny,
I asked the very same question when I had mine tested two years
ago. The response was "We cannot access your charcoal canister so we
just mark it as 'inaccessible' and pass you." It's located in the
left rear pontoon and they are not allowed to unscrew or un-bolt
anything to test.
