Thanks to Mark Hershey for all his help so far. I just have a few more 
questions about the governor.

There is some type of retaining clip? That slides in above the boards, is 
this clip necessary? It doesnt look like it helps at all. I have included a 
pic of it so you know what I am talking about.

Also, the metal sheild that covers the circuit box was sealed on with some 
type of sealant. Do you know what it is, or a useable substitute? It looks 
like common caulk to me, some type of silicon gel I guess.
