It's usually the fault of the sending unit, not the gauge. When I cleaned my 
tank and replaced my fuel pump boot and hoses, I noticed a fair amount of 
black silt inside my sending unit. I rinsed it out with acetone, and the 
gauge reads just fine now. NOS sending units are, I think, generally 
unavailable, so the usual replacement is the Tankzilla unit, available from 
P.J. Grady and some other vendors.
