This sounds like the setup that De Lorean Motor Company sells for 
$229. Includes "non-sealed beam headlights" and xenon boosted bulbs. 
Wattage is a concern for the stock wiring. Several DML'ers have 
installed this kit in their DeLoreans.

We just installed an aftermarket HID headlight setup in our "test" 
car, and while it's going to be mighty expensive, the pure white/blue 
light is really cool.
