problems. Instead of tackling them one by one (since you have so many)
I suggest you just go over the whole electrical system. Clean all the
connections, the grounding connections, fuses, remove anything that
doesn't look origional, test all the fuses, etc. Take out all the
bulbs one-by-one and clean them and check that they are the correct
type for that spot. The fast turn signal is either a bad bulb, an
incorrect bulb, or a bulb inserted the wrong way. It is possible to
force a double filliment bulb the wrong way. The pins are not the same
height but it doesn't always stop people from sticking them in wrong.
Fuse #12 might be blowing because you have the wrong size or there is
a problem in the wiring harness.
