Nope, Bozzy was right.

The jubilee clip goes around both boot and cover

The leak is probably from around the tank sender. Mine is the Houston
re-man unit and I still can't get it to seal properly

As far as i know (but do check!) the jubilee does go over the boot 
and the cover then goes on. if unsure you could put another jubilee 
over that.

something is seriously wrong to have that amount of petrol on the 
tank.
for the sake of a few quid compared to a new car, is it worth 
replacing the boots, hoses etc anyway. could keep the pump if it is 
ok.
just make sure the sender is sealed fully.
