Hi Craig,
         That is the anoying buzzer that tells you that you
have not put your seat belt on. I think it also works if you 
open the door and leave the keys in the ignition.
That metal plate is held up near the steering column it is
retained by cliping in place and one little screw ( if I remember
correctly). It may be worth checking out the parts manual
at www.dmcnews.com as to correct placement.
