If you are 100% sure that the charge is right, change or adjust the low pressure switch. It's cheap enough just to change it. It's screwed to the accumulator bottle behind the right front wheel. DO NOT be tempted to bypass it unless you want bigger problems later. 

The switch can be removed without discharging the system, there is a schrader valve behind it. Which will sometimes stick and leak, so have the new switch at the ready.
