Get out your Workshop Manual and go to D:04:12. Ring out each wire and check every plug and connection for corrosion, a backed out or bent connector, etc. There are THREE grounds for the ECU. One goes back through the harness to the engine compartment. ALL must be connected with low resistance to a good ground. Even if the O2 sensor, WOT switch, and temp switch are malfunctioning the frequency valve should be operating with the motor running.
