Unfortunately, there are multiple programs out that can be downloaded and will open those PDF's back up. I love Acrobat but if you are looking for security, It is not the answer..

P.S. I owned several print magazines for many years. We made the entire magazine available online and the advertisers loved it. But we were advertiser supported.

  In Adobe PDF WRITER format you(the webmaster) CONTROL all facets of 
  the on-line Document,the webmaster 
  can make it wide open,or make it impossible to download or print or 
  copy...if you set it up you would need a password to download or 
  print 
  the document,in other words if the webmaster so desires under 
  security,the person 
  visiting the website could ONLY read and look at the magazine...and 
  NOTHING else.
