Craig, This has been hashed over 3 to 4 years ago and nothing beats
replacing the CB with the max of 5 amps over. Then if you have a marginal
condition of the blower motor you might think about replacing because age of
the units draw more current. Then go to Wal-mart and get a small clip on 12
volt fan that plugs in to the cigarette lighter put the AC blower motor on 2
and the fan will circulate the AC. 
Just a suggestion. Replacing all the relays and CB won't change the current
draw of the blower motor or anything else.

The other day I decided to once again address the heat issue in the 
relay compartment.  By setting the AC/Heater fan switch to #4 (High 
speed), within 10-15 minutes the circuit breaker (CB) would blow, 
cutting off the AC/Heater completely, for about 3-6 minutes before it 
cools enough to reset itself and fire up for another 5+ minutes 
before overheating again.  The hotter it is outside (and inside) the 
faster it blows the CB and the longer it takes to reset.
