Tom,
I would love to work with you on this but keep in mind it will be a year
long project or better. When I wrote my first book in the antique market
back in 1990 I was called and wrote to from hundreds of people about this
was left out and did you know this was different and I have one of these in
the set. It was wonderful information and when my 2nd book came out in 1991
it was and became the glass industry standard for the collectors in the
world. Point is/was it's like never ending. That's why Wikipedia is so good.
Any way I would like to help and if you want me to print or sell or help let
me know.

The monetary reasons for not doing it are probably a big factor, as you
suggested. I'd be willing to pre-order updated documentation though. I'd
want a hard copy, but if enough of us pre-paid that should be possible too.
Perhaps a committed could meet to at least identify all the errors and
missing items from the current shop manual, as well a a list of resources
that might be added to the new one (photos from How-toos, etc?)
It might then make sense for one of the vendors to come up with a plan for
updating the manuals, including a list of all the proposed changes, and
offer it for pre-sale. Obviously they could give comp copies to anyone who
made a significant contribution to the process.
