You cannot properly measure directly the power going to the frequency
valve. If it is buzzing you will know. DO NOT apply 12 volts directly.
Sounds like now you should pull the alternator and have it
bench-tested. If it checks good you have a wiring problem in the car.
The radio will not work properly unless it has at least a full 12
volts on it. Check voltage right at the terminals of the radio and
make sure it has a good, solid ground. For the record, all kinds of
problems will happen if you do not have full system voltage. The
Lambda won't behave, the alternator light should light (or maybe not),
the radio will play dead, etc. Since you say this car has been
"molested" top to bottom you will have to go over the entire
electrical system including all of the grounds.
