I am planning on bringing it to a gentleman suggested to me here on the list who is in Salisbury, MA...... so that he can determine what it is. I am sad to say i am very motor vehicle uninclined!

Does he think it is the angle drive?  lower spedo
cable? plastic cap? upper spedo cable?  It could be
lots of things.  :)
