Um, if you remove your RPM relay, of course the engine can't get fuel.
The RPM relay energizes the pump....
You can restart an unprimed cold engine because of the cold start
valve. That's what it is there for.
Owners who force the cold start valve to spray when it is not designed
to (warm engine) are using it to circumvent rest pressure problems.
It's one of the first survival techniques new owners learn.
Why don't you try bleeding off rest pressure, unplug the cold start
valve, then see what kind of success you have.
