Turn signal cam is inside the steering column (well, on a DeLorean
it's between those two plastic pieces) not under the steering wheel.

Steering wheel lock may protrude into holes under the wheel however.
Can't remember on a DeLorean.

An offset steering wheel is basically just a convenience and
appearance issue. Remember: Jim Prentice was driving DeLoreans around
the factory with Vise Grips clamped onto the columns.
