I think most of that low reading has to do with the screws that were
installed in the bottom of the sender to close the holes so that the
gauge would not go up and down rapidly with fuel movement in the
tank. I took out one of the screws and the gauge went to full - when
full. The gauge moves around with fuel movement - much like OEM - but
I prefer that.
