The fuel tank requirements are pretty standard here in the states.
Its not how explosive it is but how much damage it can do if  ruptured.
 
If one car catches fire and most would be due to electrical problems and  the 
tank goes its better to have less and that is pretty standard for most  
conventions.  They also require the gas cap to be taped shut.
