This problem is not normal, which means there is something wrong. Drilling a hole
where one is not supposed to be is not fixing the problem.
Besides, the filler cap is right in front of the driver, which is where the fresh
air intake is for the HVAC system. The hole would provide a constant source
of fuel vapors into the car.
