Yes,
They get hot. There is a 40 amp relay mounted to the PC board that the fuel
pump is running off of. The older the pump the more current it draws and the
hotter the relay will get. This relay is energized as long as the car is
running, so it's on for a long time.

Just as the subject asks...should the RPM relay be hot to the touch
after driving for 20 mins? I was doing a routine visual check of my
electrical compartment and happened to bump into it. It was very
hot. Nothing has melted. I replaced this relay with a brand new part
within the last year.
