The modulator is at the back of the trans. It adjusts how "hard" the
shift is. If the vacuum line falls off, the trans will shift very
hard all the time - not neck-snapping, but more aggressively than
normal. It does not impact shift points (rpm), that is completely
controlled by the governor.
I'm guessing something more in the realm of a sticky idle motor.
