Ron,
Voltage you may have but current is what you need. If you have voltage going
to the solenoid but not enough current, then nothing will happen.
Think of a solenoid is a high current relay. After the contacts touch
several times and build up a crust on them it takes more current now to
operate.
Our starters also have a fork adjustment that could be wearing out.

I am having this exact same problem with my wifes 10K mile car... put
a new battery in and it reads voltage at the solenoid red/white wire
but nothing happens at all.
One day it was fine... the next day dead. Now that the weather has
warmed up in the Midwest I can get the starter out and see whats
up....
