No, I believe he means no frame and No Fibreglass Underbody.

Look at the scene again.

It's a MOVIE - it was STAGED.  You don't need an underbody
to make a pile of panels look like a DeLorean from 50 yards.  Had 
the underbody been part of the car in that scene, the car would have 
bounced off the front of the train and not shattered, whether there 
was a frame under it or not.
