Mike, If you don't have voltage on one side of the circuit breaker or the
other, you won't have it anywhere down line.
The circuit breaker may be defective.

Thanks for the advice Dave.
I didn't think the new battery could have caused the problem but last
night I would have believed anything. I did everything below with the
ignition key turned on: I jumpered out the otterstat wires, no fans. I
turned on the a/c and the compressor works, so the common diode can't be
the problem. I jumpered out the 35amp circuit breaker for the fans,
nothing. I checked the voltages on the fan fail module base with the
ignition key on and no voltage!
