Jake,
Disconnecting the large red wire from the circuit breaker will disable part 
of the locking system. However, the controller portion is still powered by 
a separate circuit coming from the large white connector. Either way will 
prevent power going to the solenoids (return path from the relays is cut 
off at the white connector), but with just the single red wire 
disconnected, the lock module is drawing stand-by current. With the white 
connector disconnected, the whole system is disabled.

Of course, you can always disconnect both connections. :-)
