Warren of DMC Houston neglected to point out when removing and reinstalling the binnicle, keep your mouth closed and please wear glasses. The small washers have a bitter flavour if they fall in your mouth.(lol)  

HINT: A very tiny piece of chewing gum holds them in place when you reinstall the nuts.
