Is your lambda system working? The fluctuating at idle when cold should 
be a rythmical up/down over about 3 seconds which suddenly stops. 
Otherwise I'd say it's the warm-up reg - even if it's new, put a 
pressure gauge on it and see what it's doing because what you describe 
is typical of when it fails.
