[DML] Cold Start Problem

Hi,
John Hervey has been helping me troubleshoot a cold start issue I'm
having (he's great...as I'm sure everyone on the list knows!).
While I'm waiting for a call back from him, does anyone have tips
for what I should check next? Here's the problem/troubleshooting to
date:
The car will not start cold. The starter turns, but the engine
doesn't fire. I've tried jumping it to no avail. Once the engine
is warm, it starts immediately. The battery is definitely good.
I've replaced the cold start valve, the TTS switch and the warm up
regulator. The last time I got it to start cold, my mechanic jumped
it with a heavy duty jump starter (not sure if that was just chance
or a clear indicator of a voltage problem).
No gas is coming out of the cold start valve when I try to start it,
so I'm guessing it's a voltage issue...but I don't know where/how to
test for this. If I understand correctly, the voltage to the cold
start valve is generated by the starter solenoid. Maybe it's a bad
starter? What are the points I should be checking to measure
voltage?
It's either voltage or pressurization I'm guessing. I hear clicks
(I think from the relays) when I turn the key, but I've been told I
should hear something from the engine. Can someone describe what
should be happening? I'm a total novice, so the more primitive the
instructions, the better!
