Sounds like damp connections on the ballast resistor and/or the coil.
I've solved many problems like this by re-crimping the connections on
both, and using eyelets on the coil. If it doesn't help, it certainly
doesn't cost much or take long to try :-)
You may also want to check whether your relay is working at the
front/left of the engine bay. Its function is to provide a hotter spark
when cranking and if it's not working, this will cause hard starting
when damp.
I will say that these problems don't usually happen on a warm engine
though. It may be a breakdown in your HT leads or as you say, water in
the dizzy.
