My dad taught me this method, which he probably learned from his dad who was
an old rural service man.
First push down moderately and look for about a half inch of travel. Then as
a second test, try and twist the belt 90 degrees in middle of a long
stretch. A belt that is too tight won't twist, and if you can twist it more
than that then it is probably too loose.
I don't know how good that is, but it works for me.
