When you first start the motor WHEN COLD the cold start valve operates
while the starter is cranking. When the motor catches and you stop
running the starter the motor has to consume all that fuel that was
dumped in by the cold start valve. This will cause the motor to run
fast for a very short time and then settle down. Try starting when
hot. It should not run so fast when started if the cold start circuit
is operating correctly. There is a thermal switch on the water pump
that keeps it from activating the cold start valve when hot. This is
NOT a function of the idle circuit so disabling the idle motor should
have no effect on the high reving on cold start-up.
