Not quite. As long as your thermostat is working properly, the
engine should never run below the thermostat setting once it
has warmed, up regardless of the state of the fans. If the coolant
returning from the radiator is "too cool", the thermostat will simply
close and keep the coolant in the block until it warms up again.
