Cigaret fuse

My clock stopped working a few weeks ago, and when I
needed to use the cigaret lighter it wasn't working either. 
Is it just the fuse that had gone? if so where is it located?

I also have noticed some noises when turning. Whenever 
I make a hard left turn there is a loud squealing sound that 
comes from the right front. And when I make a slow turn I 
also can hear a slow tapping sound that comes from the
right rear.

Anyone have any ideas?
